Chief David Splain
Chief David Splain is a 1981 graduate of Nether Providence High School and a 48-year resident of Nether Providence Township. He is a 1984 graduate of the Delaware County Police Academy, a 1985 graduate from Widener University with a bachelor’s degree in Sociology, and a 1992 graduate of Saint Joseph’s University with a master’s degree in Public Safety.
Chief Splain began his law enforcement career in 1985, working as a Seasonal Police Officer with the North Wildwood Police Department in the summers of 1985 and 1986. He was hired by the Darby Borough Police Department, where he worked as a part-time officer from 1986-1988 before being hired full-time with the Yeadon Police Department.
Chief Splain worked as a Patrolman from 1988-1998 when he was promoted to Patrol Sergeant. He worked as a Patrol Sergeant until 2000, when he was promoted to Detective Sergeant, a position he held until he retired in June 2013. In June 2013, Chief Splain was hired as the Chief of Police with the Nether Providence Police Department.
Chief Splain has served on the Executive Board of the Police Chiefs Association of Southeastern Pennsylvania since 2016, served as the association's President in 2020, and currently serves as the association's Secretary, the Executive Board of the Delaware County Police Chiefs Association since 2015, served as the President in 2020 and Chairman of the Executive Board in 2021. He has also served on the Executive Board of the Pennsylvania Police Chiefs Association since 2018 and served as the association's President 2022-2023, and as the Chairman of the Executive Board 2023-2024. He is also a member of the International Police Chiefs Association, where he sits on the Small Departments Committee and Juvenile Justice Committee. In addition, Chief Splain also serves on the Executive Board of Delaware County Victim Assistance Center and served as the organization's President from 2020-2024.
Sergeant Michael Montgomery
Sergeant Michael Montgomery began his career in 1994 with the Upland Borough Police Department after graduating from the police academy in1993. After several months, he was hired by the Chester Township Police Department, where he worked in the narcotics and patrol units. In both 1994 and 1996, Sgt. Montgomery was awarded their Officer of the Year. After leaving Chester Township, Sgt. Montgomery worked in Marcus Hook Borough as a police officer until he was hired in 1999 by Nether Providence Township. Sgt. Montgomery became the township’s first patrol K-9 handler in 2005 after extensive training in Florida, working with two dogs certified in narcotics detection. In 2006 he was then promoted to the rank of Sergeant. Sgt. Montgomery has had extensive training in narcotics enforcement and D.U.I. enforcement and was in charge of the department's Officer Field Training and now oversees the department's social media platforms, keeping our residents and surrounding areas up to date on what is happening in the township.
For several years, Sgt. Montgomery was in charge of our Youth Aid Panel and a long-time member of the Delaware County Major Incident Response Team (MIRT).
Sergeant Michael Markunas
Sergeant Michael Markunas began his career in Nether Providence in 2003 and previously served as a patrolman for Ridley Park, Trainer, and Darby Borough Police Departments. He is a 1991 graduate of the Delaware County Police Academy, Officer Markunas is active in the enforcement of DUI. Currently, he is an instructor for Delaware County for Safe Driving, a course that educates first and prior offenders about DUI law and the physical effects of drinking and driving, and the use of illegal drugs. Sgt. Markunas is currently assigned to the Patrol Division as a platoon supervisor.
Sergeant Matthew Liss
Patrol Officer Matthew Liss joined the Nether Providence Township Police Department in 1999. He previously worked for the Brookhaven Borough Police Department and the Delaware County Park Police. Officer Liss graduated from Widener University, Alvernia College, and The Delaware County Police Academy. He was promoted to the rank of Sergeant in June 2024. He is a member of the Central Delco Tactical Response Team and is currently assigned to the Patrol Division.
Sergeant Michael Worrell
Officer Michael Worrell has been a member of the PA Army National Guard since 2009. He deployed to Afghanistan in 2011 and Kuwait in 2022 and is a graduate of Air Assault School, Senior Gunner School, and Pathfinder School. He currently holds the rank of Sergeant First Class. In 2016, he was hired full-time by the Nether Providence Police Department. He is a member of the Central Delco Tactical Response Team, Firearms Instructor, and Armorer. He previously worked at the Yeadon Police Department, the Drexel University Police Department, and the Philadelphia Police Department. Officer Worrell holds an associate degree from Delaware County Community College and is set to graduate in 2024 with a bachelor's degree from Liberty University.
Detective James Irey
Detective James Irey has been serving Nether Providence Township since 2005.
He began his career in law enforcement at the Delaware County Prison, where he was hired as a corrections officer in 1998. After graduating from the Delaware County Municipal Police Academy in 2002, he joined the Chester Township Police Department as a patrol officer in 2003. Two years later, he joined the Nether Providence Township Police Department.
Detective Irey has received extensive training in narcotics and narcotic-related investigations. He is assigned to the Delaware County Criminal Investigation Division’s Municipal Drug Task Force and the U.S. Department of Homeland Security Investigations Drug Smuggling Group (HSI BEST). He has also worked on cases with the U.S. Department of Justice’s Organized Crime Drug Enforcement Task Force (OCDETF).
In addition to his investigative work, Detective Irey is one of the police department’s Field Training Officers and is a member of Delaware County’s Crisis Intervention Team. He has received numerous commendations for his actions while on duty, including Life Saving, Exceptional Duty, Honorable Service, Narcotics Enforcement, Unit Citation, and Educational Achievement.
Elected by his peers, Detective Irey was the Nether Providence Township Police Department's Raymond L. White Officer of the Year twice, first in 2019 and again in 2020.
Detective Irey holds a bachelor's degree in public safety administration from Neumann University.
Traffic Safety Officer Kevin Smith
Officer Kevin Smith has been with the Nether Providence Police Department since 1999. Before joining the force, he worked ten years as a police dispatcher for The Delaware County 9-1-1 Center. He also served for five years with the Trainer Borough Police Department and for one year with the Brookhaven Police Department. Officer Smith is the Mobile Data Terminal instructor and the department's J-TAC Officer. Officer Smith is a Field Training Officer, a member of the Delaware County Major Incident Response Team (MIRT), a member of the Delaware County Crash Team, and is also the fleet manager for the department. Officer Smith is MCSAP certified in commercial vehicle enforcement and oversees the department's Traffic Safety Unit.
Officer Steve Kilian
Patrol Officer Steve Kilian was hired by Nether Providence as a part-time officer in 2005 and promoted to a full-time officer in 2006. He began his career in Colwyn Borough, where he worked for two years before accepting a position with Darby Borough’s Police Department, where he was employed for five years. He is currently assigned to the Patrol Division.
Officer William Sweeney
Patrol Officer William Sweeney was hired by Nether Providence in 2008. He graduated from the Delaware County Municipal Police Academy. He began his career in 2006 with Glenolden Borough and worked for the Delaware County Park Police. Officer Sweeney is a Delaware County Crisis Intervention Team member and is currently assigned to the Patrol Division.
Officer Robert Brake
Officer Robert Brake was hired by the Nether Providence Police Department on February 28, 2019, as a part-time officer. Before coming to the Nether Providence Police Department, Officer Brake was employed as a part-time officer with the Glenolden Police Department. January 18, 2021, Officer Brake was hired full-time by the Nether Providence Police Department and is currently assigned to the Patrol Division.
Officer Michael Dolan
Patrolman Michael Dolan was hired by the Nether Providence Police as a part-time officer on October 29, 2021. Before coming to the Nether Providence Police Department, Officer Dolan was employed as a part-time officer with the Media Police Department and the Ridley Park Police Department. Officer Dolan is currently assigned to the Patrol Division.
Officer Jordan Culbreath
Patrolman Culbreath was hired by Nether Providence Police on December 9, 2022. Before being hired in Nether Providence, Officer Culbreath was a Philadelphia Police Officer from 2017-2022. Officer Culbreath holds a bachelor's degree in political science from Wesley College and is currently assigned to the Patrol Division.
Officer Taryn Kelly
Officer Kelly was hired by Nether Providence Police on June 13, 2024. Before that, she was a police officer with the Villanova University Department of Public Safety. She is a 2019 graduate of The Agnes Irwin School, and in 2023, she graduated with a bachelor's degree in criminal justice from Temple University. She is also a 2023 graduate of the Delaware County Police Academy.
Officer Michael Coverdale
Officer Coverdale was rehired by Nether Providence Police on June 13, 2024. He was originally hired by the Nether Providence Police Department in June 2014 and served eight years before resigning to pursue a job with the Cape Coral, Florida, Police Department. He returned to the Nether Providence Police Department in June of 2024. He is a 2008 graduate of Sun Valley High School and a 2009 graduate of the Delaware County Police Academy.
Office Manager/Public Information Officer Rose Quinn
Rose Quinn joined the Nether Providence Police Department in November 2022 as the civilian Officer Manager and Public Information Officer. With years of experience as an award-winning newspaper reporter and freelance journalist, she brings a wealth of expertise to the role. Balancing the front desk and myriad key office duties behind the scenes, she is part of a team responsible for social media and other communications that contribute to an informed community.
In 2023, she completed “Managing a Media Firestorm: Crisis Communications for Command Staff & PIOs” training.
