In 2018 The Upland Borough Police Department in conjunction with the Chester-Upland School District and Chester Community Charter School,  created the position of a School Resource Officer (SRO).

A SRO is a specially trained police officer that provides a multitude of responsibilities which include providing a safe school environment, fostering positive relationships with youth, providing valuable resources, developing strategies to resolve problems affecting youth, and teaching in the classrooms. The National Association School Resource Officer promotes a “triad concept” that a SRO is an informal counselor/mentor, educator, and law enforcement officer.

The SRO has been trained in basic and advanced courses to become certified through National Association School Resource Officers (NASRO). The SRO has completed Crime Prevention Through Environmental Design (CPTED) a course to inspect the safety of buildings to improve security and reduce the fear of crime. The SRO is a certified instructor for lock down procedures through (ALICE) which stands for Alert Lockdown Inform Counter and Evacuate. The SRO has been trained in Crisis Intervention to effectively deal with all aspects of mental health as well as the Gang Resistance Education And Training (GREAT) program.

Currently Corporal Carl White is assigned as the SRO and visits both schools within the jurisdiction.  If you would like to contact Corporal White please call 610.872.3040 or send an email to cwhite@uplandpolice.org
