With a generous grant provided by the Vest A Cop foundation, ELPD was able to equip each patrol car with advanced "Casualty Response Kits". These kits contain four(4) CAT Tourniquets, (4) HALO Chest seals, (4) NAR bandages, (4) Wound packing gauze, an expandable litter, various tools to open airways and other equipment.
After the tragic events on February 7th, 2024, ELPD officers were equipped with similar items for use on themselves and each other. With the addition of this grant, we now have kits specifically designed for use on others. These kits and the advanced training that every officer receives, will allow ELPD to enter an active danger zone, treat serious life threatening injuries and buy the victim time, then with the litter, extract the victim to waiting Emergency Medical Services(EMS). This can all be done BEFORE the area has been secured. To be clear, the "first in" officers will always address the threat so that no more victims are created, the officers who follow can utilize this equipment to save lives when every second counts. This approach will give victims the best possible chance of survival in an active shooter or other mass casualty event.
