On Saturday, January 11, 2020, at 7:42 PM, The Ridley Township Police Department received a call in reference to a disturbance at the WAWA (1730 E. MacDade Blvd – Folsom; MacDade @ Route 420). Upon entering the vicinity, a Ridley Township Police Officer detected a gunshot. The officer proceeded into the parking lot and observed two black males attempt to get into a silver Honda sedan. When the black males noticed the police officer they fled on foot.
The officer then blocked in the silver Honda sedan and provided flash information for responding officers in regard to the two black males that fled the scene. The female driver was detained for questioning and the vehicle was impounded.
According to witnesses at the scene, an altercation occurred which involved two black males in the restroom. The argument continued into the parking lot where (according to the witnesses) the dispute involved a pound of marijuana. A black male (later identified as HORRAIN BLAIR) approached a blue sedan and shot the female driver in the shoulder. HORRAIN BLAIR was one of the two black males that fled from the silver Honda when officers initially arrived on scene. The blue sedan had also left the scene.
At 8:12 PM, police were dispatched to the Luke Oil (1901 W. MacDade Blvd – Woodlyn; MacDade @ Bullens Lane) for a report of a gunshot victim. The female fled the scene prior to police arrival and was later located at Riddle Hospital. Once Detective Marc McKinney arrived to Riddle Hospital, he interviewed the female victim who was receiving medical treatment for a gunshot wound to her left shoulder.
The female victim advised that she heard HORRAIN BLAIR say, “I am going to shoot somebody!” As the victim attempted to drive away, she saw BLAIR remove a black hand gun from his waistband and fire a shot which struck her in the left shoulder. The surveillance footage retrieved collaborated with the victim as well as the witness statements.
A check through NCIC determined that HORRAIN BLAIR does not possess a valid license to conceal a firearm. An arrest warrant has been issued accordingly.
