On Thursday, January 9, 2020, at 4:38 PM, Officer Michael Callahan was on routine patrol when he observed a Black Honda sedan operated by Carlos Omid Velez Rojas. Rojas had an active bench out of Delaware County and his license was suspended DUI related. Officer Callahan activated his emergency lights and siren and conducted a traffic stop on Chester Pike @ Bullens Lane.
Officer Callahan advised Rojas that he had an active bench warrant and requested him to get out the vehicle. Rojas refused and sped away toward The City of Chester. A high speed pursuit commenced. In an attempt to elude police, Rojas turned right onto Vauclain St, left onto Hancock. The vehicle finally came to a stop in the 1200 Block of Hancock St. were Rojas was subsequently taken into custody.
Upon performing an inventory search of the vehicle, a white fanny pack was located on the passenger seat. The fanny pack contained blue wax paper and a white powdery substance that is suspected to be heroin. The suspected narcotics were collected and sent to the Pennsylvania State Police Crime Lab for forensic analysis.
Rojas was taken into custody and charged accordingly.
