On Friday, August 27, 2021, the owner of a home health care agency came to police headquarters to report a suspicious condition. According the reporting party, a mentally challenged care dependent client, who resides in the 800 Block of S. Chester Rd in the Swarthmore section of the township, reported that her checkbook was missing. Consequently, the owner reached out to the victim’s Power of Attorney (POA).
The POA advised that there were several unauthorized transactions on the victim’s bank account. Detective Tim Kearney initiated a forgery investigation as a result of the information provided. Detective Kearney’s extensive investigation revealed an employee of the home health care agency (TRACEY ANN K FOSTER) had stolen the checkbook and issued checks which totaled $4,300. Therefore, an arrest warrant was issued for TRACEY ANN K FOSTER.
On Thursday, October 29, 2021, at 9:00 AM, TRACEY ANN K FOSTER turned herself in to police headquarters. FOSTER was processed, bail interviewed and arraigned accordingly.
