On Monday, April 12, 2021 at 15:18 hours, Officer Gallagher #1924, conducted a traffic stop on a white Scion Xb for multiple vehicle code violations. Officer Gallagher made contact with the operator, identified as Sean P. Mehaffey, who displayed an inability to remain still, had constricted pupils, attempted to avoid eye contact, and continuously scratched and picked at his fingers and hands. Mehaffey was asked to exit the vehicle, during which his mannerisms continued. Mehaffey admitted to Officer Gallagher that he had empty heroin bags in his driver’s door. A subsequent search of the vehicle found numerous empty blue and white wax paper bags with different stamps, commonly associated with heroin, a glass pipe with a white powdery residue on it, and hypodermic needles. A search of Mehaffey’s person found (5) blue wax bags containing a white powder substance labeled with “CHU,” (3) white wax bags containing a white powder substance labeled with “I’m Gudmoney,” and (2) orange plastic bags containing a white powder residue. Mehaffey submitted to a series of Field Sobriety Tests, during which he displayed multiple signs of impairment. Mehaffey was placed under arrest for Driving Under the Influence, Possession of a controlled substance, possession of drug paraphernalia, and related traffic offenses.
