On Tuesday, June 21, 2022, at 21:12 hours, Officer Jerome Duncan conducted a traffic stop on a black sedan in the parking lot of Russell Elementary School, after observing the vehicle traveling with a nonoperational registration lamp, rear brake light, and 3rd brake light, and an expired registration plate. As Officer Duncan made contact with the driver, identified as Naim Rainey, he observed a black firearm on Rainey’s lap. The firearm was secured, and Rainey was asked to exit the vehicle and step to the rear. Officer Duncan spoke with the female passenger identified as Jillian Ingram. Upon checking Ingram’s information, Officer Duncan discovered an active arrest warrant for her from Montgomery County. Ingram was removed from the vehicle and detained. Officer Duncan spoke with Rainey again, at which time Rainey gave consent for Officer Duncan to conduct a search of the vehicle. A 2nd passenger identified as Jabbree Waiters was asked to exit the vehicle while Officer Duncan conducted a search.
While searching the vehicle, Officer Duncan recovered a black Springfield XD .40 caliber firearm that was found to be stolen from Virginia, ammunition of different calibers scattered throughout the vehicle, and a blue backpack containing drug paraphernalia. All three subjects denied ownership of the stolen Springfield XD firearm. Neither Waiters nor Ingram had valid permits to carry a firearm. All subjects were placed under arrest and charged accordingly.
