On March 27 2020 at 2:36 AM, Sgt. Kathleen Connolly checked on an occupied vehicle in the Marple Crossroads Shopping Center. The operator, Lester Howell, 40 years old of Collingdale, was passed out in the driver's seat. Howell was eventually brought to and attempted to put the vehicle into gear. Sgt. Connolly observed indicators that Howell was possibly intoxicated. Field sobriety tests were administered and Howell showed additional indicators of impairment. Howell refused chemical testing and also had a warrant for his arrest from an unrelated incident. Howell was transported to the George Hill Correctional Facility and was charged via summons for being in physical control of a motor vehicle while under the influence of alcohol.
