On Sunday February 9th, at approximately 0235hrs, two Lower Chichester Officers were conducting an unrelated traffic stop on the 100 block of E. Ridge Rd, when an intoxicated male walked past, staggering, crying/sobbing, and yelling about his depressed thoughts.
The secondary Officer on the traffic stop did watch the male as he continued to the area of the intersection of E. Ridge Rd and Yates Avenue, as he stepped into the roadway and laid down on the ground, within the lane of travel. That Officer made his way to the male in order to see if he could be of assistance, however the male, identified as Gabriel E. Howard, was not cooperative.
Howard's lack of cooperation and high level of inebriation left Officers with no choice but to detain him, however, Howard chose to resist the actions of the Officers that were on scene, which ended in a physical altercation that led to charges of resisting arrest and aggravated assault, as well as other related charges.
When brought back to the Police Department, Howard once again, failed to follow instructions, and at one point used an article of clothing soaked in toilet water (unflushed), to wipe all over the inside of the holding cell, causing it to be taken out of service, adding an additional charge of Institutional Vandalism.
